The ABCs of RGI: Rent-geared-to-income administration for Toronto housing providers

September 15, 2020 to November 15, 2020

Learn how to administer rent-geared-to-income (RGI) under the Housing Services Act, 2011 and how to apply the City of Toronto's local rules. Earn a certificate in RGI administration upon successfully completing the course.

Who should take this course?
This course is a requirement for all new staff of City of Toronto social housing providers (co-ops and non-profits) who are responsible for any portion of administering the rent-geared-to-income program. It may also be recommended or required for other staff who have been identified by their housing provider or the City as requiring additional training.

Learning objectives
This course will teach you the how-to's of RGI administration. After completing the course, participants will be able to:

  • recognize and describe concepts underlying the administration of RGI
  • locate and make effective use of program reference and resource materials, including the City of Toronto's RGI Administration Manual and the Housing Services Act, 2011 and its regulations
  • assess and verify RGI eligibility, including income requirements and local occupancy standards
  • identify and correctly execute the main steps of an RGI calculation
  • identify how and when to implement RGI changes, including understanding what to do when a resident becomes ineligible for RGI, or when a tenant requests a review of a decision
  • prepare proper, timely notifications and communications to tenant households

Course format
This is an online course that can be completed at your own pace over a period of two months, requiring approximately twenty hours of total study time. The course includes examples, scenarios, and short quizzes to ensure the information presented in each section is reinforced and understood. Throughout the course, learners will have access to a facilitator through a discussion forum. 

Course takeaways
Learners will walk away with accompanying resources and references for ongoing use after completing the course. These resources are current as of the course start date, reflect the specific requirements of the City of Toronto and are meant to complement the City of Toronto's RGI Administration Manual

Participants will receive a Certificate of Completion upon successfully passing the course. 

Consent to share information
This course fulfills the training requirements for all new RGI Administration staff within the City of Toronto, and will be reflected in the housing provider's quarterly reports. The Ontario Non-Profit Housing Association (ONPHA) will provide regular updates to the City of Toronto, in their role as Service Manager, regarding enrollment and learners' progress.

Through registering for this course, participants acknowledge that information regarding enrolment, learners' progress and contact information will be shared with the City of Toronto.
